The Council is composed of the HUDCC Chairman, the heads of the primary government housing agencies and funding agencies, as well as representatives from the National Economic and Development Authority, Department of Finance, Department of Budget and Management, Department of Public Works and Highways, and the Development Bank of the Philippines and two private sector representatives representing the housing stakeholders.
