I welcome this opportunity to extend my journey of serving the country’s housing sector by being the Chairman of the Housing and Urban Development Coordinating Council (HUDCC).  As I take on this new role, I commit to continue the programs pioneered by my predecessors to provide better and secure shelter to Filipinos.

            I am aware of the grievances of the homeless especially those in the low-income group.  I and my HUDCC team are committed to address their concerns. As we continue to relocate informal settler families in the urban areas, we will simultaneously bring equal housing opportunities to different markets such as those that fall in socialized and economic housing.

            Our approach is to make our programs more people-inclusive.  We want our people to develop a winning attitude. We trust in the capabilities of Filipinos in improving their lives and we are here to guide and support them by initiating policies and programs that empower them. While we pursue our goal to provide shelter to every underprivileged Filipino family, we also want them to play a significant role in fulfilling this goal.  And so, we will further enhance our partnership with communities as well as local governments so that we can reach more families.

            We are also open to more strategic collaboration and partnership with the private sector and non-government organizations in offering other innovative and affordable home financing options to the homeless.  And at the same time, we shall protect our people from unscrupulous practices and scams and create an awareness of their rights both as homebuyers and homeowners.

            We envision that through our initiatives, we would not only help our people prosper their lives through shelter but also with intangible values such as self-sufficiency, determination, resiliency and productivity.  Although it is a long way to go before we can see evident results, I believe that with everybody’s commitment here in HUDCC and its key shelter agencies, no amount of challenges can impede us to bring better lives to Filipinos.
